CONSTITUTION AND BY-LAWS

We, students of Duquesne University, upon considering the long spiritual and material contributions of Latin American people in the United States, and aware of demographic growth and social significance of the Latin American population as on of the largest ethnic and cultural communities in this country, have resolved to join efforts and organize a Latin America Student Association of Duquesne University (LASA) in order to participate in the task of affirming and enchanting our cultural identity and share every aspect with all the students of Duquesne University.

To accomplish our objectives we agree to be governed by the following by-laws:

ARTICLE I - NAME

The name of this organization shall be: Latin American Student Association (LASA)

ARTICLE II - PURPOSE

The purpose of this organization is to:

1. Preserve and enrich the cultural identity of its members;
2. Cultivate Latin American cultural and artistic manifestations such as music, dance, visual arts, crafts, literature, and other academic expressions;
3. Help students cultivate and promote an understanding of the Latin American culture and roots within the Duquesne community.
4. Establish ties with the local Latin American community in Pittsburgh and serve as an avenue for those Duquesne students who wish to practice the Spanish language.
5. Create opportunity for students to take advantage of international research and programs focused in Latin America.

ARTICLE III – EXECUTIVE BOARD

The Executive Board is the organ responsible for the direction and management of LASA. This Board shall consist of the following: The President, The Vice-President, Secretary, Treasurer, Public Relations Director and Committee Directors.

The purpose of the Officers shall be to conduct the daily functions of the LASA. Their term of office shall be two years, beginning on the day of elections with the term of the Board when seated.

ARTICLE IV – OFFICERS

The President shall be the chief executive officer of the LASA. He / She shall act in that capacity in all meetings of the LASA. The responsibilities of the President are:

  1. To represent the organization
  2. To prepare in collaboration with the Vice-president and Secretary the agenda to be discussed and proposed at LASA meetings.
  3. To chair all meetings of the Board and General Assembly.
  4. To report at General Assembly meetings on the work and progress of the LASA.
  5. To cast a deciding vote in case of ties at the meetings of the Board.

The functions of the Vice-president are:

  1. To chair the meetings of the Board and General Assembly in the absence of the President.
  2. To fill the position of the President of the LASA in the event of its vacancy.
  3. To represent the LASA on behalf of the President, at the request of the President or the Board.
  4. To assist the President in the preparation of the agenda to be discussed at meetings of the Board and General Assembly.

The functions of the Secretary are:

  1. To collaborate with the President and Vice-president in preparing the agenda for the meetings of the Board and General Assembly.
  2. To prepare minutes of each meeting of the Board and General Assembly.
  3. To maintain official records and correspondence of the LASA.
  4. To ensure appropriate communication among members and friends of LASA.

The functions of the Treasurer are:

  1. To propose the consultation with the Board, the annual budget of the LASA for its approval by the General Assembly.
  2. To present monthly budget reports at Board meetings.
  3. To present a final report on the LASA budget to the Board and General Assembly at the end of his / her tenure.
  4. To sign along with the President and Vice President all checks or statements on behalf of the LASA (minimum two signatures).
  5. To read the minutes taken from the last meeting for its approval.
  6. To manage every financial procedure on any activity.

The functions of the Public Relations Director are:

  1. To establish and develop networks of communication and contacts between the LASA and other organizations and groups. In this regard, he/she will be chairperson of the LASA Public Relations Committee and shall have the deciding vote in case of ties at meetings.
  2. To promote and communicate every event by the LASA within the Duquesne students and Staff.

The functions of the Committee Directors are:

  1. To promote and direct the various activities of the corresponding committee.
  2. To present a proposal for an initial plan of activities for consideration by the Board.
  3. To form a Section Committee, confirmed by the Board, aimed at enhancing the activities of the Committee and to offer specific service opportunities to interested and suitable LASA members.
  4. To present reports on the activities of the Committee at Board meetings.
